As part of its strategy to address environmental pollution, the Government has established a 'Voluntary Initiative' with the farming industry which seeks to take a 'partnership' approach to reduce the impacts arising from the use of pesticides rather than introducing a tax. The Committee's report raises a number of concerns about the effectiveness of this policy, including its lack of sufficient incentives to ensure the high level of take-up by farmers required, and the lack of emphasis on encouraging alternative approaches to pesticides use. More time is needed to judge if the initiative has been successful, and an appraisal of its success should be carried out at the end of 2003. However, this policy should represent only one aspect of a more comprehensive Government strategy towards reducing the environmental impacts of pesticides, including the use of taxation and a strong regulatory framework.
